PIP Assessments Are Changing—DWP Confirms New Rules for All

The UK government is making changes to Personal Independence Payment (PIP) assessments, aiming to improve the evaluation process for individuals with long-term health conditions. The Department for Work and Pensions (DWP) has confirmed that in-person assessments will increase after a shift to online and phone-based evaluations during the COVID-19 pandemic.

These updates come following a question from Shadow Work and Pensions Minister Helen Whately, who asked whether the government is working to conduct more face-to-face assessments.

Currently, less than 5% of PIP assessments are conducted in person, as most evaluations have been done online or over the phone since the pandemic. However, the government has now introduced a new system to ensure a more flexible and accurate assessment process.

What Are the New Changes to PIP Assessments?

Work and Pensions Minister Sir Stephen Timms has revealed that in September 2024, a new system called Functional Assessment Services (FAS) was introduced. Under this system, assessment providers will follow a structured process when evaluating PIP claims:

1. Paper-Based Assessments First:
   • The first step in every case will be checking if a paper-based review is possible, meaning no in-person or phone assessment is needed.
2. Invitations for Assessments:
   • If a paper-based review is not possible, claimants will be invited for an assessment.
3. Consideration of Special Circumstances:
   • The DWP will take health conditions and personal circumstances into account before assigning an assessment method.
   • Some claimants may receive reasonable adjustments based on their situation.
4. In-Person Assessments Increasing by Autumn 2025:
   • FAS providers will start conducting more face-to-face assessments in response to growing demand.
   • The DWP expects a rise in in-person evaluations by Autumn 2025.

The government aims to create a more flexible and fair assessment process. Many claimants have expressed concerns that remote assessments do not fully capture their disabilities or struggles. The return of more in-person evaluations will allow assessors to get a better understanding of each claimant’s needs.

Sir Stephen Timms emphasized that the DWP is committed to a multi-channel approach, stating:
“Any future decisions will be evidence-based, using research and analysis to ensure the best possible outcomes for claimants.”

Who Qualifies for PIP?

To be eligible for PIP, a person must:

• Have a long-term health condition or disability.
• Expect their condition to last for at least 12 months from when it started.

Current PIP Payment Rates (2024-2025)

PIP payments are divided into two components:

1. Daily Living Component (For those who need help with everyday tasks)

• Lower rate: £72.65 per week
• Higher rate: £108.55 per week

2. Mobility Component (For those who need help moving around)

Claimants receive payments based on their level of need, which is determined through the assessment process.
